NAIROBI, July 8 (SAFI NEWS) – The Makadara Law Courts have released a police officer attached to Youth Affairs, Creative Economy and Sports Principal Secretary Fikirini Jacobs on a personal bond of Ksh.20,000 as investigations into the fatal shooting of a Nairobi resident continue.
Police Constable Rashid Charo, who is being investigated over the death of Cecil Otieno Anyango, appeared before Resident Magistrate J. Mayiah, who directed that the matter be mentioned on August 10 for further directions.
The court also ordered the release of the officer’s personal effects, including his service firearm.
The shooting occurred on June 30 after Principal Secretary Jacobs attended a function in Kariokor. According to police, a group of youths reportedly confronted the PS’s convoy as it left the venue and demanded money.
Investigators say the deceased allegedly entered the official government vehicle, prompting the driver to head towards Pangani Police Station while members of the public pursued the vehicle.
Police reported that the vehicle came under attack from stone-throwing youths during the chase, prompting one of the officers assigned to the PS’s security to fire a shot.
Anyango sustained gunshot injuries and was taken to Park Road Nursing Home, where he was pronounced dead.
Following the incident, detectives from the Directorate of Criminal Investigations (DCI) launched investigations before arresting Charo after he recorded a statement.
The prosecution had earlier sought additional time to complete investigations, including post-mortem findings, ballistic and forensic examinations, witness interviews and reconstruction of the scene before forwarding the case file to the Office of the Director of Public Prosecutions for review.
State prosecutors also informed the court that the incident had heightened tension within the Kariokor area and argued that the officer’s detention was necessary to facilitate investigations and ensure his safety.
The matter will be mentioned on August 10 as investigations into the shooting continue.
