Gachagua’s Pro MP Sharply Clashes with Ruto’s Ally Over SHA/SHIF

Empty Pledges, Extra-Judicial Killings and Removal from Office of Former Deputy President Rigathi Gachagua might sink President William Ruto’s boat in the coming 2027 campaigns

Gatanga Member of Parliament Hon. Edward Muriu has pointed out potential rift that may erupt in the coming days or during 2027 campaigns over the President William Ruto’s neglect to the large population of Mt Kenya People  

Muriu stated that all the old and new water;  and roads projects President William Ruto promised the Mt Kenya people were all forgotten immediately he got into power. 

“He [Ruto] promised our people this and that, water and roads projects but he forgot immediately he got to power, few months later Deputy President Rigathi Gachagua is seen at  Wamunyoro (home backyard),” Muriu charged

According to the legislator, Ruto was one of the Presidential candidate who promised central people a lot of developments including their hustler manifestos but, and shockingly, nothing can be seen because all those promises vanished in the thin air 

The vocal one term legislator who doubles up as a seasoned and respected lawyer from the  central region, sharply differed with Belgut counterpart Nelson Koech over the execution and functionality of Social Health Authority and Social Health Insurance Fund 

While rising the concerns over the scheme during Day Break Talk Show at Citizen TV, on Monday 3rd February, Muriu claimed that SHA project was purely made to siphon public funds under unsuspecting goose of delivering efficient and effective health services to Kenyans 

“This was an Executive driven project, and it was just made to get clean Ksh 104 billions from the pockets of Kenyans under the guise of bettering health services. Why  SHA/SHIF was not cancelled even after Airport and power projects which were associated with Adan Group were halted? Muriu asked agitatively

He disclosed that the programme was totally unprocured and given to an Indian Hospital against the Public Procurement and Disposal Act which dictates that all projects worth more than Ksh 5 million should undergo through the strict adherence measures of procurement process

“This was purely unprocured project, the project which is costing over 800 million US  dollars and is unable to work effectively! I have never heard of such huge project costing that amount and is inefficient; thus why we say this is a conduit of siphoning public funds,” he reiterated  

However, the vocal legislator stated that he’s not faulting private sectors who are tasked with the responsibility of implementing it but their concerns revolves around by the manner in which it was so hurriedly implemented with those grey areas 

On the other hand, Belgut legislator Hon.  Nelson Koech distanced Muriu’s assertions of Ksh 104 billion spent to migrate Kenyans from NHIF to SHA/SHIF claiming that those were just unsubstantiated statements since no official communication has ever been made by any authority publicly 

He also refuted claims that SHA/SHIF project originated from executive, alluding that it came from Parliament and it was purely done in good faith 

“I don’t know the challenges facing the project but it originated from Parliament not Executive as my good friend is alluding to. The project has nothing to do with misappropriation of public resources,” Koech doubted Muriu’s remarks

To put him off, Sam Gituku, who is the host of the Show, read an official statement from  leading telecos company Safaricom PLC, disclosing a whopping Ksh 104 billion spent in the registration of beneficiaries from NHIF to SHA/SHIF; an amount which will be deducted from your payslips beginning this February 2025

Muriu’s agitation never stopped there, he went on to accuse the state for arresting Njeri who complained of disservice by the new scheme  before Health Cabinet Secretary Debra Mlongo and instead she was apprehended

“When Njeri went to complain to the CS about the system which is not working , she later found herself in the docket. When someone is addressing the problem, you are arrested, abducted and killed,” Muriu questioned while  charged by the series of abductions and extra judicial killings going in the country

However, Koech backed Muriu’s remarks on the arrests of Njeri stating that it was wrong to arrest her and they all (MPs) unanimously agreed to follow up the matter once they resume parliamentary sessions from next week
