Sifuna claimed Mbadi has become a proper Kenya Kwanza Cabinet Secretary in a record less than two weeks
Kericho Senator and Senate Majority Leader Aaron Cheruiyot defended the assertions and called for sober debate
Senate Deputy Speaker Kathuri Murungi warned CS Mbadi of possible consequences should he continues to disrespect the House
Nairobi Senator Edwin Sifuna has bashed Treasury and National Planning Cabinet Secretary John Mbadi for skipping to appear before the plenary proceedings
While on the floor of the Senate on Wednesday 18th September, Sifuna said it has taken him less than two weeks to become proper Kenya Kwanza Cabinet Secretary who has no respect for the House
‘’The failure by the National Treasury and Economic Planning CS John Mbadi to appear before the Senate is unacceptable. He has to show respect for this House. The question that I was to put to CS Mbadi is a question that is over a year old, we can’t allow this because we want to engage the CS, and I want to tell John Mbadi that this is unacceptable,’’ Sifuna charged.
According to Sifuna, it was utter most disrespect for Mbadi not to attend the plenary while he is abreast of parliamentary powers and procedures since he was recently the Member of Parliament
‘’I would have excused you if you were just planted from the wilderness like some of the other people I see, but he was a Member of this House, what happened and there was already the communication that he’d confirmed that he was going to come

Sifuna advised the CS that he would have written as of Yesterday, if he knew that he won’t make it because the senators have got other businesses to do, ‘Honorable John Mbadi must be called to order because this is different Mbadi I knew,’’ he closed.
The outbursts made the Senate Majority Leader Aaron Cheruiyot interrupt on a point of order wanting an explanation whether it was justifiable for Sifuna to claim that a proper Kenya Kwanza Cabinet Secretary has no regard for Parliament
‘’Is it in order that the senator to claom that proper Kenya Kwanza CS has become, he should table any facts to support his allegations because otherwise you reduce a very valid point to a partisan debate that is useless, we had a very valid point to discuss about the CS but he wants to distract us,’’ Cheruiyot stated
Kitui Senator Enoch Wambua said according to articles 132 and 153 of the Constitution, Cabinet is accountbale to Parliament. When a Cabinet Secretary is required to appear before the senate everything else must stop
Senate Deputy Speaker Kathuri Murungi said it is not in order to receive a letter from CS John Mbadi when the session is on.
‘’The Senate can revoke Standing Order 51[d] to censure the CS for failing to appear before this House without giving a probable cause. I would like to move in a bipartisan manner,’’ Deputy Speaker Murungi warned
Of all Cabinet Secretaries scheduled to appear today including Labour and Social Protection CS Dr Alfred Mutua, Roads and Transport Davis Chirchir, only CS John Mbadi failed to apper
