Tallam was previously DP’s aide and Communication Director in the office of Deputy President
Reuben Maiyo on the other hand has been Private Secretary to Dr William Samoei Ruto
President William Ruto has made additional appointments by appointing his former Personal Assistant and Communication Director Emmanuel Tallam as Press Secretary, Presidential Communications Service (PCS)
In a dispatch from State House dated Monday, October 17, the President also appointed Reuben Maiyo as Private Secretary to the President, and George Ng’ong’a Macgoye as Chief of Staff to the Deputy President.
In the latest appointments, Paul Muraya Mwangi will be Deputy President Rigathi Gachagua’s Private Secretary while Njeri Rugane will serve as the Head of Communication Services in the DP’s office.
“As set out in Executive Order No. 1 of 2022, on the Organization of Government of Kenya, the executive office of the President comprises the Office of the President, the Office of the Deputy President, and the Office of the Prime Cabinet Secretary
“In that regard, it is hereby noted that President William Ruto has today caused additional appointments within the ranks of the Executive Office of the President as follows,” read the statement in part.
Prior to his appointment, Talam served as the communications director in the Office of the Deputy President when Ruto held the position.
Maiyo, who was the Head of State’s private secretary when he was the DP was retained in the same position.
Talam holds Bachelor’s Degree in Media Studies from University of Nairobi and a postgraduate diploma in communication from Kenya Institute of Mass Communication [KIMC]
Before being poached by President William Ruto long time ago, he was working for KTN News where he rose the ranks to becoming Deputy Managing Editor
He also worked as the planning and assignment editor for China Central Television [CCTV]
