NPS releases Venezuelans Men with Election Materials

The Inspector General of Police Hillary Mutyambai has ordered the release of three foreigners arrested yesterday at JKIA over electoral offences after they were impounded carrying election related materials 

According to press statement released to newsrooms this morning, Friday 22nd, July by National Police Service Director of Communications Bruno Shioso, is that the three have been released from lawful custody

“Investigations have revealed that the stickers are bona fide property of IEBC and part of election related materials. 

Besed on the findings, the suspect has been released from lawful custody and the stickers dispatched to IEBC,” Statement read

However, NPS raised fundamental questions which necessitated the arrests of the individuals following the sensitivity of the election materials and some facts that required due diligence 

“The said stickers were not declared as per the law and not accompanied by IEBC election officials as per routine procedures.

That such sensitive materials were carried in a personal luggage of a foreigner. That police, as per standard procedure, and arrangement with the IEBC were not notified of a such import beforehand to provide necessary security and escort,” NPS added

“Despite of the fact that the law gives IEBC auctoritas potestas (the legal audacity) to outsource experts, there are what we call res publica (public interests) and that must be factored in especially in a such sensitive exercise.

It raises more questions than answers how did the commission came about to contract foreigners Smartmatic International B.V for the supply, delivery, installation, testing, commissioning, support and maintenance of Kenya Integrated Election Management System without availing such procurement process to the public,” An anonymous source told safinews.co.ke
