Nandi Governor Stephen Sang’ is accused of floating budget for diary milk processing plant where initial budget was USD1million to USD 500

His Senator Samson Cherargey urges LSK to discipline him over the loss of funds for lawyers shouldn’t breach laws

Senate watchdog committee has demanded an explanation from Nandi Governor Stephen Sang’ over the unaccounted Sh 2.9 billion shillings for the year ended June 2022

Appearing before the Senate County Public Accounts Committee, Sang’ failed to answer satisfactorily the Auditor General queries where Sh 2.9 billion is reported to have been lost

According to Nandi Senator Samson Cherargey, Ethics and Anti Corruption Commission should take up the matter to investigate the county executive officials led by the Governor Sang’

“Since Governor Stephen Sang’ is a lawyer and all these anomalies happened under his full glare watching, it’s the time we recommend that the Law Society of Kenya discipline him because whatever his juniors did should have averted the impropriety of public funds and followed Public Finance Management Act 2012 to the letter,” Cherargey observed during the committee session held at KICC

Cherargey also pointed out that the own source revenue accounts for the Nandi county has lost substantial amounts, according to the report by the AG, where investigating agencies should also probe thoroughly

In the Nancy Gachangu’s report covering 2021/2022 financial year, Governor Sang’ also failed to answer the questions over the floated budget for the dairy milk processing plant from USD 1 million to USD 5 million where the committee chair Moses Kajwang gave him 14 days to submit the responses

The senators also recommended the certified public accountants of kenya [CPAK] to bar three officers led by Nicholas Biwot and CPA Abraham Langat for preparing unprofessional bank balance sheets

In the sheets, there’s a variance of Sh 295 million which remains unanswered for the year ended June 2021

Nandi County Executive Bank balances reflected Sh 685 million whereas Integrated Financial Management  Information Systems [IFMIS] showed a different figure of Sh 447 million where the cash at hand also reflected Sh 367 million, which raises eyebrows

However, Governor defended himself saying the actual balance was 668 million shillings as reflected by the bank balance sheets

The issue of overborrowing was also canvassed where Narok Senator Ledama Ole Kina issued warning over the county executive to avoid leaving pending bills amounting to billions of shillings

Ole Kina was on the view that Senate should recommend to the controller of budget as well as Treasury to retain some funds in the next financial allocations to clear the pending bills
