The Cabinet Secretary for Ministry of Health Ms Susan Nakhumicha has now  admitted of systemic issues and initiated an internal investigation in a bid to combat corruption at the National Health Insurance Fund 

Appearing before National Assembly Committee on Health Chaired by Entebess lawmaker Dr Robert Pukose, Nakhumicha assured the committee that stern action will be taken against those found culpable 

Accompanied by Medical Services PS Mr. Harry Kimtai, NHIF CEO Elijah Wachira, and Ministry of Health staff, CS Nakhumicha stated that it will be difficult for officials and hospitals to engage in any malpractice under the administration of the new National Social Health Insurance Scheme once implemented

All the registered Doctors will be captured in our digital data against their health facilities they operate, no one will be allowed to operate two hospitals so once the hospital logs in, there can no be another log in hospital B using the same credentials,” Nakhumicha revealed 

According to CS, there has been different hospitals operating under one registered Doctors- this makes it easy for manipulation and corruption 

We shall digitize and recategorize all Hospitals under the levels upto 3B, each Hospital shall have maximum amount of claim they can be paid by NHIF. This will also go against the quality of health services rendered as well doing regular probes to find out the services offered 

Additionally, NHIF CEO Mr Elijah Wachira noted that they are planning to have independent registered insurances that will be authenticating the claims from different hospitals presented for payments

Mr Wachira highlighted discrepancies at Beirut Pharmacy and Medical Centre, clarifying that the audit was prompted by surgery notifications, not media exposure. 

Legislators led by Committee’s Chair Dr Pukose granted NHIF one week to release names of officers involved in fraudulent paymnts. 

The lawmakers demanded of an expedite process to tame the fraudulent activities happening at the fund so as to safe public funds from being stolen by cartels

The committee conducted nationwide spot checks to assess corruption levels, aiming for a clean transition to SHIF.
