It has been alleged that the Independent, Electoral and Boundaries Commission hired tens of poll officials without presenting their academic qualifications and leaving out majority with requisite papers 

Safinews.co.ke can authoritatively report that, Kitui South Deputy Returning Officer Kisilu Mary was colluding with some individuals to corrupt unsuspecting students who had applied for IEBC’s positions to conduct the upcoming General Election 

Several applicants who had applied for Presiding Officers and Deputy Presiding Officers unsuccessfully, had been told on Sunday 31st July, at Ikutha Vocational Training Centre, to present themselves during Friday’s replacements for clerks at Mutomo, to be considered and instead, were turned away

According to evidences obtained on Friday 5th August, hundreds of clerks who had thronged at Mutomo Girls Secondary School, seeking for the replacement positions, said that, they had already given money to secure the chances  

Caroline Mutua, a second year student from Embu University, had already sent Ksh 1500 to one Moki David who was acting as a conduit for Mr Kisilu to receive money on his behalf 

“I received a call on Thursday 4th August from Moki David whom i sent money to give DRO, thus why i had to  travel all the way from Embu University to attend this exercise, little did I know was conned.

I remember the day I sent coz slept hungry at campus having sent the amount my Dad who is in hospital had wired to me, this is unfair and unacceptable, I just need my money back if there is no an opportunity, have even shared with my dad and told me to get the money back,” Caroline recounts 

Caroline says after pushing Moki, he claimed that, the amount sent was handed over to Mr Kisilu, and until todate was still pushing for a slot

However, Moki told Caroline that given time, will take responsibility and refund her after two weeks’ period 

Another Maseno University student pursuing Bachelor of Science in Economics and Statistics claimed she had sent Ksh 2000 to one of the Presiding Officer who had assured to share with Mr Kisilu for the IEBC clerk job, never bore fruits 

Whereas, Mutomo Sub County was scheduled to accommodate applicants from three wards which are Mutomo-Kibwea Ward, Mutha-Mathima Ward and Ikanga-Kyatune Ward whereas Ikutha Sub County picks from Ikutha, Athi and Kanziko Wards 

Shockingly, Kisilu who hails from Athi Ward, started by calling people from Ikutha Sub County to take up replacement vacancies instead of interested applicants from Mutomo Sub County 

Having camped at the constituency’s tallying centre for close nine hours going through dubious and fake vetting, Kisilu came out alleging that, the position for replacements were over thirty and it has forced him to pick only A students, which was untrue

His claims did not go well with applicants, majority of them casting doom over him, adding that, they could witness some being cleared without presenting academic papers apart from National Identification Card

Presiding Officers and Deputy Presiding Officers also shared their bitter side of their story as they did not receive allowances allocated for four days training instead were given only Ksh 1000 with majority of them boycotting to train clerks

However, those selected to participate in training of clerks and performing other strategic roles were enticed by Mr Kisilu to bring in one clerk of their choise so as to dupe them
