Kitui County Governor Dr Julius Makau Malombe has started cracking the whip by ordering fresh recruitment drive to weed out the incompetent and corrupt officers sitting in the decision making table
Speaking on Monday 12th at Ithookwe Showground after meeting over 4000 staffs, Malombe said those will qualify to be chief officers will be given chance to serve kituians free from corruption
The governor is keen to stamp his authority in a more professional way as he assued all Kitui employees that will streamline and harmonise all their grievances amicably
He further said that will not chase away anyone hired under the previous regime but instead, going forward, his administration will place an adverts, all suitable candidates to apply for proper scrutiny and selection
The most targeted positions to be overhauled in a professional approach are those of Chief Officers, County Secretary, Directors and County Executive Committee Members (CECM)
“I know many of you waited me to kick those who performed dismally in previous regime just like what some of my colleagues might be doing in other counties, but as an experienced person, that’s not constructive but destructive ,” Malombe ruled out
“On matters of salary, will be processed not later than 30th of every month, we have started paying our staffs this month and many of you’ve texted me acknowledging the new dawn
Staff allowances shall be paid in advance before workers goes out for job, we don’t need mindle men or mindles women receiving allowances on behalf of anyone, every body should receive his or her allowance directly,” Malombe emphasised
PROMOTIONS
On matters promotions, Malombe said schemes of service for civil servants shall be a guiding principle in all cadres and we shall never accept any delays emanating from incompetent relevant officers
“We need to be proactive in implementing such career progression following all relevant guiding principles on staff performance appraisals, service years, competitiveness and merits,” Malombe guided
He made clear that it’s disheartening while someone meets all relevant qualifications and has performed certain jobs misses out from internal recruitment drive over nepotism or other corrupt means
HEALTH COVER
On medical cover, the Kitui’s pioneer Governor said that going forward will be utilizing NHIF since is most robustly and reorganized scheme that cover many ailments covered by the private insurances
“This financial year, what will request friends in the finance department and health department is to expedite the process,” He noted
Indulging the matters on health workers, Governor Malombe promised their training will be procedural as per their career progression unabated
“Doctors, Nurses, Pharmacists, Clinical Medicines needs to be trained in every two years of service for the career progression
We have to pay the debts for the drugs and other non pharmaceutical items rendered by the Kenya Medical Suppliers Agency
Before we pay them, we shall ensure the ordered drugs and items have reached the destinations in different hospitals as well as monitoring their storage, ” Malombe noted
COUNTY MARSHALS
Malombe ordered the salaries of all county marshals who were hired during his first term and the ones employed recently to be harmonised instead of demoralizing others
“Professional fees and statutory deductions should be budgeted for and paid for in due time by the relevant departments without delays.
All these statutory deductions should be paid for so that if an employee is seeking pension services or medical services is able to access without unnecessary embarrassment,” He added
RECRUITMENT PROCESS AND PAYMENTS OF GOODS AND SERVICES RENDERED
The Governor warned the county public service board members to desist from soliciting bribes from job seekers, which is an evil capture perpetrated by some individuals
“Whoever will be caught asking job seekers bribes shall be stopped by all means, that culture of circumventing and canvassing shan’t be tolerated, because parents can’t educate their children and buy jobs for them,” Malombe pointed
