The Kitui County Governor Dr Julius Malombe-EGH has applauded the committee on Human Resource audit and rationalization for doing thorough job as he appointed them to do in the last two months ago
Speaking on the unveiling of the report by the committee headed by Dr Florence Muinde-OGW, and deputized by Mr Solomon Ndonye, both from National Government, Malombe hinted that the report will guide county government on human resource development
“We did not want to anticipate a situation where employees go for weeks or months without their salaries, this of course opens cancer that can eat the whole body, if you don’t have clear number of workers in your organization, there might be technicalities,” Malombe hinted.
Tabling the report, the Committee’s chairperson Dr Florence Muinde noted that there are number of casuals left by the previous regime and others recruited without letters and clear roadmap
“I can confirm here that the number of casuals CANNOT be ascertained. There are many gaps. Most of them are not even in the list and have been recruited without a clear roadmap. 935 employees are treated as unaccounted for. Ghost workers to so say .”

They have now recommended the stoppage of salaries for the 935 ghost workers with immediate effect.

The team also noted the 72 health professionals who were on study leave including 5 medical doctors beyond the approved duration of two years as per the human resources policies and procedures for civil servants

Banking the initiative, Kitui County Assembly Speaker Katisya Kinengo applauded Governor’s commitment to adhere to chapter 10 of the constitution on matters transparency, exclusivity and accountability
“I want to congratulate you your Excellency for upholding the constitution, your invitations to us shows that we are working as a team and county government belongs to all of us-there are no rooms for aspersions from whichever stakeholder and this is the spirit,” Kinengo emphasised
