Homabay Woman Representative Joyce Atieno Bensouda has accused the Cabinet Secretary for Treasury and National Planning Prof Njuguna Ndung’u for reluctantly disbursing National Government, Constituency Development Fund [NG-CDF] after much push from the legislators
Speaking on Friday 27th January, with press, Bensouda, noted that, the money ought to have been released long time ago without unnecessary altercation which was seen on public so that Members of Parliament can continue executing the activities mandated for and funded by the kitty
“I want to say that the National Treasury must take up their job very seriously; in as much as we came from pro-transitory period of politics, that one does not qualify them to be reluctant on the updates and the execution of what is of the priority to the country.
I am a stake beneficiary of the CDF because by the virtue of the activities they do on the grassroots directly touches and impacts on my life and the lives of the people who are my constituents,’’ Bensouda exclaimed
She further blamed the treasury for lacking proper effective planning mechanism and analysis of the previous, current and anticipated annual trajectory
“We are also pushing for the National Government Affirmative Fund [NGAAF] which have much knowledge of so that it can also be released for the implementation of the affirmative prioritized programs,’ She added
This, comes, in a time when the controversy surrounding the disbursement of CDF Funds between the Treasury and Members of Parliament was on Wednesday 25th January, resolved following a closed door meeting led by National Assembly Speaker Moses Wetangula
The legislators led by NG-CDF committee Chairman Musa Sirma, said that the government has released Ksh 4B on Wednesday 25th January and will release a further Ksh. 2 billion on Thursday 26th January, 2022
“Waliomba msamaha kwa kukosa kutupatia pesa vile waliahidi. Kufikia leo, tumepata pesa kama bilioni nne, wiki ijayo tutakuwa tumefikisha bilioni 14 na tutakuw tumekaribia ile pesa ya kutoa basari,’’ said Sirma, who is the Eldama Ravine MP
However, Kiharu MP Ndindi Nyoro, had a different view that the delays were occasssioned because the Treasury was releasing capitation for both primary pupils and secondary school students who were reopening from long holiday
“These delays habe been occasioned by the timing; we have our schools reopening, and the government facilitates every pupil and student with capitation money. This is very urgent need for the government,’’ Nyoro defended Ndung’u
