Senator Orwoba is calling for additional allocation on top of Ksh100M allocated by President William Ruto for the campaign against Gender Based Violence.
However, she’s opposing conventional method of holding public barazas and offering attendees small token in exchange for a conversation on GBV
Nominated Senator Gloria Orwoba has now termed President William Ruto’s allocation of Ksh 100 million to end Gender Based Violence as a mixed priority when the focus is only sensitizing Kenyans over the vices instead of establishing hospital desks and enhancing already existing gender courts in order for the victims to get justice expeditiously
While addressing members of the press at Parliament Buildings on Monday 13th January, Orwoba advocated for GBV desks in hospitals so as to get the names of the victims and perpetrators easily instead of holding public barazas which has been the norm before to sensitize Kenyans on the same
She termed this as a one off event, which should have been done in an improvised manner by visiting the health centers to get the details of the victims and the perpetrators
“In as much we support the program, a considerable budget should focus on reviving the efficiency of the Gender Desks in all wards with professionally trained and certified personnel to assist victims with first response procedures, reporting mechanisms, evidence collection and preservation, investigations and arrests of perpetrators,” she underlined
The Senator highlighted that all 102 women leaders comprising of women senators and women members of parliament are part of the initiative but there are every reason to believe that the cash will be mismanaged if the conventional means will be applied
Orwoba allayed fears that the monies set aside may end up into individual’s pockets or be embezzled instead of helping the target groups in as much she’s been vocal and advocating for the justice for the victims of the gender based violence
She underscored the importance of creating a register of sex offenders, rape, incest, sexual assault, defilement, pimping , abuse of positions of trust for sexual purposes, exploitation of mentally vulnerable and intentionally transmitting life threatening diseases, citing that every person has a right to dignity and that must be respected.

The technical team which is headed by former Deputy Chief Justice Nancy Baraza has always been tasked with the responsibility of sensitizing Kenyans to report any forms of gender based violence as well as reporting the culprits, where victims have always been fearing for their lives and sometimes intimidated and killed by the perpetrators
This, has, made femicide cases keep increasing where last year, The National Crime and Research Centre (NCRC) reported that about 400 murder cases reported in September, October and November of 2024 about 100 were women.
But according to the drafters of the Kenya Kwanza Women Charter, Orwoba, says, visiting hospitals to get the victims, will hasten the process of knowing the perpetrators and expedite court process to take only six months would have permanently addressed or reduced the vices
”A substantial resources should be earmarked for enhancing the already existing 11 Gender Courts to expeditiously and effectively handle all GBV cases to conclusion as we pass laws that cap all GBV cases to six months in court,” She pointed out
