
The Speaker of the Kitui County Assembly, Hon. Kevin Kinengo Katisya, on Wednesday afternoon issued a communication ordering the suspension of eleven Members of the County Assembly (MCAs) for 90 calendar days over grave disorderly conduct.
The decision, communicated during the plenary sitting, was made pursuant to Standing Order No. 103A(1)(g) and (3), which empowers the Speaker to act against members whose conduct is seriously detrimental to the dignity of the County Assembly.
In his communication, Speaker Kinengo ordered the suspension of Hon. Mathew Ngovi Vuthi (MCA Chuluni) and Hon. Hussein Mwandia (MCA Ikutha), both Members of the County Assembly Service Board, for disclosing sensitive information to the media. The information was still under consideration by the Board, making the disclosure a direct breach of the oath under Section 38 and the Third Schedule of the County Assemblies Services Act, 2017, which prohibits Board members from revealing any matter relating to its functions to unauthorized persons. The Speaker further cited contravention of Section 13 of the County Assembly Powers and Privileges Act.
Additionally, Hon. Vuthi is said to have used abusive and inappropriate language directed at the Speaker, thereby undermining the dignity of the Office.
The Speaker also ordered the suspension of Hon. Jacinta Mary Mwoni (Nominated MCA) over misconduct during a public meeting convened by Governor Dr. Julius Makau Malombe on September 27, 2025, at Nguni Ward.
Mwoni reportedly made utterances that demeaned the Office of the Speaker and the Assembly, and engaged in a physical altercation where she struck Hon. Jeremiah Musee Mutua (MCA Nguni and Deputy Minority Leader) in full view of the public.
Furthermore, ten other Hon. members were suspended for causing scuffles and disorder in the Assembly Chambers during Governor Malombe’s State of the County Address on July 8, 2025. Their actions were deemed a violation of Standing Order No. 103A(1)(f) for disrupting official Assembly proceedings.

Speaker Kinengo underscored that discipline, order, and respect for Standing Orders are paramount to the smooth functioning of the Assembly. He stressed that the conduct of the suspended members breached assembly decorum and undermined the dignity of the House.
The suspensions mean that the affected members will not access the precincts of the Assembly or participate in any Assembly business, activities, or programmes during the 90-day period.
Finally, the Speaker referred the matter to the County Assembly Powers and Privileges Committee for further inquiry in line with Standing Order No. 103A(4).
