Petition Filed to block Winnie Odinga from Being Elected Deputy Party Leader

A Member of the Orange Democratic Movement (ODM) has moved to the Political Parties Disputes Tribunal seeking to block the elevation and endorsement of Winnie Odinga ahead of the party’s Special Delegates Convention.

In the case filed before the tribunal, ODM member Evans Otieno Amuga has listed the party, Winnie Odinga, Makadara MP George Aladwa and the Registrar of Political Parties as respondents

The dispute stems from a meeting held on March 17, 2026, at the Jaramogi Oginga Odinga Foundation, convened by Aladwa in his capacity as ODM Nairobi County Chairman, where Winnie was reportedly declared Nairobi’s “number one party delegate” and endorsed for the position of Deputy Party Leader.

Amuga argues that the move was unlawful and not anchored in the party constitution.

“The position of ‘lead delegate’ or ‘number one delegate’ for Nairobi County is not recognised under the ODM Party Constitution, and any attempt to create or assign such a position is null and void,” Amuga states in his complaint filing.

While acknowledging that Winnie Odinga is legally a delegate by virtue of being a Member of the East African Legislative Assembly, Amuga argues that the endorsement for Deputy Party Leader was done without proper authority.

“The power to elect or endorse the Deputy Party Leader is vested exclusively in the National Delegates Conference as the supreme organ of the party, and not a county-level meeting,” he argues.

He further claims that the endorsement undermines the integrity of the upcoming Special Delegates Convention scheduled for March 27, 2026, saying it creates the impression that the outcome has already been decided.

The endorsement amounts to a pre-determined outcome and undermines the principles of free and fair internal party elections as required under the party constitution and the law,” the complaint states.
